This 1-mile Foster Road project in North Iowa City connects the Dubuque and Prairie du Chien corridors, marking the completion of a 20-year effort to establish a key arterial roadway. Through a public-private partnership, Axiom Consultants worked with the City of Iowa City and a private developer to deliver a comprehensive infrastructure upgrade for the area. The project featured a full PCC, curb and gutter roadway with trail and cycling lane connections, sensitive area rezoning, and commercial site coordination—particularly with a senior housing development at the eastern end of the corridor.

Axiom's team provided full engineering design, project coordination, construction administration, and construction staking and layout. The roadway now forms a scenic, winding route through a lightly developed area of Iowa City’s primary entry corridor. The project also included environmental, architectural, wetland, and endangered species studies to ensure sustainable development. Highlights included simultaneous adjacent commercial site concepts and integrating trail connections with cycling infrastructure.
